Isn't the max penalty 20 pts deduction dependant on the severity of the breach?

As opposed to you who would rather risk us being relegated ?I DO NOT SEE US WINNING THE CUP AND BEATING EITHER WIRE OR HULL.
I do see us having a cup run and then losing focus on the games that matter being distracted and then ending up in the million pound game.
